high idle and surge

Second try on this. My 91 9000s idles at 11 or 1200 and i've got a discernable surge on acceleration, most noticeable from about 2500 to 3000.
It's there throughout the band but at no point enough to stutter or obviously miss, just pulsing power. I just need to know how to approach the problem. Plugs gapped at .9mm and there's a little sawtoothing on the IAC vane, otherwise I don't know where to start. It seems to have the original DIC and car has 82K miles on it (supposedly).
