To remove the belt, you've got to remove the pulley. One approach is to compress the tensioner with a socket on a nice big breaker bar, and slip off the belt. You'll then release the tension, remove the pulley (LEFT HAND THREAD), remove the old belt, put on the new belt, recompress the tensioner with the breaker bar while slipping the belt back on.
Approach #2 is to keep the tensioner tensioned while you slip the old belt off and the new one on. For this, you need to build a tool, but you can do it from some scrap, or from a quick trip to the hardware store. See Quasi's writeup at:

It'll tell you everything you need to know. NOTES: Don't skimp on the thickness of the metal bar. There is a LOT of force there, and even a thick bar bends. Saab has a tool that you put on the untensioned pulley, and then turn a bolt with a rachet to tension. I've seen the Saab tool break.
Also - You really want to remove the wheel arch liner to do this. It may be possible to do it without removing the arch, but I suspect that you'll spend more time wrestling the belt than it would to take the arch in and out, AND it'll be easier. It takes me about 15-20 minutes to pull the liner out - mostly because I can never remember where all the screws are.
