most likely you have an early 2.3 that went out the door with improperly hardened balance shaft gears...when the balance shaft chain fails, yes, it swings up and causes a lot of damage. (unrelated: saw a SOHC Ford 427 fail at a nostalgia drag....chain swing dang near cut the front of the car off).
So yeah, your engine is now a door stop. 1700 sounds pretty steep, I would look around further. Who/where have you tried? You might have to step in and do some searching on your own, your mechanic probably has limited contacts, and if you're in the middle of the country, chances are you'll have better luck if you look around in larger cities on the coasts.
