Your Poly-V belt moves probably because your belt tensioner is faulty. It has a built in shock absorber which is filled with oil. This absorber has to reduce the shock when your ACC compressor comes in. The seal in this shock absorber tends to wear out when it gets older with an oil leak and reduced damping as a result. The only solution is to change this absorber and also check your crank pulley as mentioned before. For the tensioner I payed last year(in the Netherlands)about €100 (this is about $100 US).
