Sounds like the inner cables are binding on the outer casing. When you pull on the e-brake handle you are able to engage them but when you release the handle the cables are binding and unable to release the brakes. On releas all you have is the power of the return spring to move tha crudded up cables. In the other direction you have all of your pulling power to move the cables. I had to replace both cables on my `89 last year. Don`t bother trying to fic the old cables, it will just return later on. When you replace the cables pull back the rubber boots at the caliper end and sqirt some grease or vaseline under the boot to keep out moisture and freezing in the winter. Hope this helps.
