.. we can assume the wastegate rod is correctly adjusted. How about a sticking rod/actuator? Try squirting some oil on the rod where it enters the actuator. Also, disconnect the rod from the wastegate and check that the wastegate arm moves freely.
Cure for a sticky actuator is a new actuator. don't know what you can do with a sticky wastegate other than replace the turbo, but there might be a cheaper way.
