Those ridges or raised lands could be there for a variety of reasons. They are arranged so the hub and mounting portion of the disk will deflect slightly when the lug nuts are tightened, this may help the nuts stay tight and/or help the disk run true? It certainly increases the contact pressure per square inch, Saab or someone else may have engineering standards or a rule of thumb that says the contact pressure should be higher and/or more uniform than what a flat disk mating surface would provide. Another reason could be the ridges decrease the possibility if noise due to uneven contact between the disc and hub.
