That's simple. Just program the computer to always go to the predetermined maximum (in other words, shut the wastegate 'til you reach maximum boost, then open the wastegate). There is no gear selector circuitry etc because you can reach full boost using your parking brake in first or second (or by flooring it while going up a very very steep hill in 1st or second).
