TCS Tech2 problems

I took my 92 9000 turbo to a local INDY the other day. The car remains in Limp Home Mode with the amber TCS light on. I went so that he could read the codes with his Tech2. When the Tech2 tried to talk to the TCS brain it came up as not being able establish a connection. It could talk to other ECU's in the car because he was was able to reset the SRS light.
After searching we found out that there is no voltage at the #15 fuse (5amp). I pulled out the glove box and tested the connections and traced it. One end of the fuse comes from the relay and tested fine before and after the other looks like it goes to either the brain or the cruise control unit. I did notice that the "cruise" light doesn't illuminate when in the dash, however it did flicker for a brief second during one recent drive, but that happened just one time.
My question is, has anyone encountered this problem or may have any idea why the #15 fuse isn't being fed? If a Throttle Body, ETS or cruise brain has gone bad would it cause this?
Any info would be appreciated.
