Turbo cutoff at low ambient temperature

Ever since I installed Abbott Racing's intercooler and reprogrammed Trionic into my MY95 2.0 LPT in summer 4 years ago, I noticed that once the outside temperature dips below about 15 degree Celsius (59 degree Fahrenheit), the car is prone to fuel cut (and therefore jerking) upon acceleration at engine speed > 3000 rpm. The jerking won't go away unless I ease off gas.
Assuming the problem is overboosting, I'm puzzled why it never occurs in summer. Is it likely that since winter air is cooler and denser, more boost will occur in WINTER if the wastegate setting is unchanged? If so, if max boost is set to the upper limit at say, 0.7 bar in SUMMER, then max boost in winter may unexpectedly exceed this figure resulting in overboosting.
It is just my thoughts. Comments and correction most appreciated.
