I have just gone through replacing all the parts in the serpentine assembly, and the cost shouldn't be that high.
Two new idler pulleys will cost around $35 each. (This is ordering from IPS or Eeuroparts)A new tensioner spring will run around $105. A new belt shouldn't be more than $30-40. While in there I would reccomend replacing the harmonic balancer. A new one is $125. Add a front mainseal, which is another $20, and that is everything that you need.
Total: parts is $340. Total labor shouldn't be more than one hour to replace everying. If it is more, they don't know what they are doing!
On your problem: I thought that I had low spring tension because my car acted like I had a slipping belt. The reality was that I had a crapped out harmonic balancer (Crank Pulley) and the two halfs were slipping past each other. I never had any squealing, but occasionally a smell of burnt rubber. I would have them check this thing first.
