I am pretty sure I have done this on the 99 Turbo without disconnecting any fuel lines. Try this: 1) Remove all of the air induction tube in addition to the bellow and also the air preheat "box" and air intake horn (should come off as one piece with one clamp). 2) Remove the one screw (down on the side of the air cleaner) that holds the air cleaner housing into the bracket. This should allow you to drop the housing down in addition to (gently) moving the airflow sensor/fuel distributor upward (but do be careful with those old, brittle plastic fuel lines! You may have to pull a couple of of miscellaneous evap and PCV lines off to get access.
If you really need to pull the return line, here's how you find it. Look down along the front side of the suspension tower to where the 2 fuel lines (supply and return) come out of the chassis. The supply line goes to the fuel filter, the return line goes over to the fuel distributor. Depending on the year and whether it is lambda or not lambda there are a couple of different orientations, so this is the easiest way to find it.
