VIN number in engine bay

Hi all,
I recently got a 1975 99LE Wagonback. It is here in Netherlands, and was originally a US car. Now I know that the VIN number is in the USA publicly visible from the windshield, and my 99 Wagonback is no exception to that.
The VIN number plate in the engine bay (next to the color number) is missing though. Is this normal in the US delivered 99's? I suppose the plate that is sitting on the dashboard behind the windshield is the one that was (re)moved from the engine bay?
