Hello all.
Some questions have been answered:
Turns out the reverse-interlock gear had been removed already. It should reside in the space above the ign cyl but below the boot. After taking the shifter assembly cap off via three screws underneath, this is what it looks like w/out the rev-interlock gear:

So, unless I can get a key made, the ign cyl will still not come out because it can't turn to position 1 clockwise...regardless of whether a dowel is used to depress the pin. There was not, as it turned out, a piece of key broken in the cylinder.
I do have two or three locksmiths in the Seattle area that I'm going to visit when I have the time.
I could also try swapping the shifter assembly/ign cylinder with a 4-speed 900 assembly/cylinder.
More research...lol! Hopefully this helps someone else who may go thru this in the future!
