Mark is correct that it is just an overflow tube, and his idea (catch bottle)is a very good one because that allows coolant to expand and flow out of the bottle when hot and to be sucked back in when it cools. This is nice because the 99s are very sensitive to coolant level - you don't want it to get down to the point where the outlet pipe from the reservoir to the pump can start to pull in air or bad things will happen.
All that said, you should not have coolant expanding out of the overflow tube if the whole cooling system is working properly. Not sure how extensive your restoration is, but I recommend redoing the water pump with close attention to the impeller clearance to give maximum flow. Recoring the radiator with a new 4-row core is a good idea, and then run an 82 degree thermostat and 82 degree fan contact switch. Once you have filled your restored cooling system (50% blue MB or Saab anti-freeze, 50% distilled water, and one dose of RedLine Water Wetter) and run the car enough to eliminate any air bubbles, then fill the reservoir fairly full, drive it enough to get it fully warm several times, and the reservoir should "seek it's own level" - that is, it will have plenty in it but will stop pushing coolant out the overflow tube. If you are continuing to push coolant out, you probably need a new pressure cap (I think it is 7psi, but don't quote me on that).
