I'm not sure how extensive the engine rebuild was or why it was needed, but if you have newly honed bores and new piston rings, there will be quite a bit of friction there and you may need to get a wrench on the crank to turn it. If that does not seem to be it, you may want to try loosening the main bearing caps. If that frees it up, then you might need to have the block line-bored. I ran into this on a 9-5 2.3L engine that got run without oil pressure - I got it all reassembled, the individual main bearings all gauged well, but the crank wouldn't turn and the machine shop said the block was, effectively, "warped" due to the heat from the bearing failures. They line-bored it and re-sized the bearings and then it was fine.
If it has been sitting around a while, the rings could just be "stuck" from slight corrosion, and you might try (gently) tapping the pistons with a block of wood to see if you can free them.
