The 99 was made in 2-, 3-, 4- and 5-door versions. The odd # of doors were the hatchbacks, of course.
The "sedans" (using Saab's words) have the gas filler higher on the LEFT rear quarter, with no cover. Also, the cabin vents are cut into the sheet metal. Up to the early 80s, the vents had a metal trim piece around three sides. Some were black instated of stainless.
The "combis" (Saab called them "Combi-Coupes") have the gas filler on the RIGHT rear, behind a hinged door. The hatchbacks all have the cabin vent as a plastic assembly installed in an unfinished hole cut in the quarters.
As far as one side being safer than the other, I don't know. Saab made most of their cars in both right hand drive and left hand drive, and the filler caps didn't move...
I'd say it had more to do with anticipating emissions regs, which would require space that was not available on the left side of the car, where the spare was kept. The filler tube on the sedans goes straight into the tank's side, and is pretty short. On the hatches, the filler tube enters the trunk area (under the wood floor), and enters the tank at the back. More room available for the eventual addition of various vent lines, etc. connecting the tank with the filler...
