I assume by "FV" you mean the Lambda Modulating Valve. I don't know that you could find the Saab part number new, but try

The specialize in Delorean, but they basically have/rebuild all of the Bosch K-Jetronic CIS fuel injection stuff and either stock or can rebuild most any of the parts needed for Saab.
The ignition timing should be 20 degrees BTDC (Before Top Dead Center) at 2000 rpm with the vacuum advance disconnected and plugged. A note here, make sure that both your vacuum and mechanical advance are working (easy to see - when you have the timing light set up, put a vacuum on the hose to the vacuum advance, can even just suck on it, and make sure the timing advances). The distributor shaft in these Bosch distributors often siezes up leaving you with only static advance which is all wrong. Just have to take the distributor apart and clean and lube everything so that the inner and outer shafts rotate smoothly allowing the centrifugal weights to advance the timing as the speed increases and the vacuum to advance it under light load.
