Vacuum Impulse Contact leaks

My Vacuum Impulse Contact won't hold a vacuum. I disassembled it. Looks like the diaphragm shrunk and pulled out from the edge. Reassembling it doesn't seal.
It took me a while to understand how it works. There is a tiny pin hole in the center of the rivet holding the diaphragm on. That allows equal vacuum on both sides of the diaphragm. When you floor it, atmospheric rushes in above the diaphragm and slams the diaphragm down, hitting the switch and firing the cold start valve.
Has anyone repaired one of these? I'm considering some silicone adhesive around the perimeter to "glue" the diaphragm back in place.
