1978 99 problems with fuse for fuel pump

I have a 1978 99 that love to burn number 10 fuse 8 amp.
It gets a little more complicated as one of the previous owners rewired the fuel pump relay.
They wired a separate socket for the relay. To find the short we narrowed it down to a wire going to two small black wires, One seems to go to the round test block at the end of the fuses next to the relays.we could not figure out where other black wire was going. So we cut the wire coming out of the relay, and the car started and did not blow a fuse.but it bucked at anything over 1500 RPM. How do you track it down? Also I have bad gas in the tank and did the stupid thing of adding good gas to bad. So instead of getting good gas I just got more bad gas. It bucks alot. After putting in octane booster the car went from going 20 miles an our to 40 miles an hour and the warmer the engine got the bucking acurred at lower speeds . TWo or maybe the same problem always fun trying to get a car to run well after sitting for a long time.
