Most of the '70s 16 valve heads I've seen all pretty much look alike. Cosworth could have developed the head, but I don't see any reference to it on their website:

SAAB engineers already designed a head for the B motor, it could't have been that hard for them to design another, possibly borrowing ideas from other 16 valve heads at the time. They already had the casting facilities...
The Ford engines are also a 90mm bore, but the cooling passages don't line up with the SAAB engine. Look at the BDA head here:

The cooling passages don't line up. Placing one of those heads on a B motor would result in the head not being cooled. Theres also the oil supply to think about. Even if the cylinders lined up with a different head, its not very likely that the head bolt pattern would line up.
