Gas smell, electric question

Hi all,
I've been lurking a bit and am happy now to post. I recently bought on eBay Motors a 1978 Saab 99GL, which some of you may have seen up there recently.
Just drove it back from Tucson to my home in L.A., through the dessert (though mostly at night and in early morning hours). Two issues I've noticed:
1. There's a noticeable gas smell when I drive with the driver's window down that diminishes when the windows are up
2. The car has a funny though seemingly non-fatal electric quirk. First, it takes a few minutes of driving before the radio and dash gauges start to get juice (and the AMP light is lit until then.) But it doesn't have any problem starting and the lights work fine even when this is occurring.
At last my questions:
-- Is a mild gas smell sort of a normal thing for a car like this, or am I slowly but surely turning my brain to sponge from breathing it?
-- Anyone experience anything similar with their electric system and discover the underlying cause?
