I havn't compared the steering rack lengths between 99 and 900 but I'd assume they're pretty close. The thing is you'd have to make/find a way to mount the bolts for the 900 rack, either by drilling or by welding beefy tabs onto the car. The other thing is that the 99 manual rack and the 900 power rack have different size shafts/splines (I think the 99 manual is a 14mm shaft and the 900 power is a 19mm shaft - I forget the splines right now). So... at a minimum you'd have to get a custom steering U-joint made (or find one with the right size/splines/length) and maybe make a new steering column. The 900 rack might not also line up with the hole in the 99 floor board so you might have to cut that and make it different. SAAB sold 99s with power steering from the factory, but you had to get an automatic tranny. The other thing is that the power racks mount totally differently than the manual racks, the bodies of the cars are even different there (mount locations, floor board, U-joint, and even the steering column).
If you're just going from a B motor to an H motor, why do you want to put power steering in? Are you going to an H turbo motor? I put a power steering pump (and some new lines) in one of my 99s this summer (the car was originally an automatic so it had the power rack, it now has a quick ratio 5spd) but the only reason I did that is because I put a limited slip differential and a steering quickener into the car (which meant I made a custom steering column and got a custom U-joint, but my steering is now 1.8 turns lock to lock). Those two modifications would have made the car a bit tough to handle without the power steering.
You should be able to make any B motor as powerful as any H motor. Any pistons that fit an H motor should fit a B motor as well, I think. What are you doing with the engine?
