You can modify the lower cushion support structure to lower the seat bottom. The support hooks into the sides of the frame and longer hooks or extensions will allow the lower cushion to 'sag' further into the frame. If you still have the original burlap/rubber support its probably close to failing and for quicky you can cut it and use braided nylon cord run back and forth under it to support the remains. An auto upholsterer could probably disassemble the lower cushion and cut down the foam to lower the seat height.
