I've had this problem with that metal disc (I was sloppy in reassembling after working on something else) but it resulted in the horn intermittently not working at all. If memory serves, that metal contact plate needs to be properly seated in its groove (between two plastic ridges) on the plastic housing on the steering column. If placed correctly, the spring-loaded pin from the steering wheel makes constant electrical contact with that metal disc, as the wheel turns.
I did once have trouble with the horn button itself inside the padding of the steering wheel, where the plastic switch had cracked apart and allowed the horn to sound on its own at, um, inopportune times. That caused me to disconnect the whole thing and replace the Extra switch on the dash with a lighted doorbell button for the horn. Now it's another fun quirk: "What's that red-light button do?" "Panic button. I dare you to press it."
I would say that the problem is almost certainly a frayed positive wire on that circuit, or the same cracked horn button problem I had.
