remove the fuel pump relay, and on the bottom of the relay you will see numbers. Locate termials 30 and 87 on the relay, and note the corresponding slots in the relay panel of the fuse box. Take a jumper wire and jump terminals 30 and 87 together in the fuse box, turn on the ignition, the pump should be running now. If it is not, take a volt meter and measure across the positive and negative terminals of the pump> you should have no less than 11.5 volts. If at least 11.5 volts is present, then the pump is probably no good. If no voltage is present, then look at fuse 10, which is the power feed for pin 30 of the relay. Also pull the screws of the fuse block and look underneath for corroded, burnt, or wires that might not be plugged in. It's not uncommon for the wires to come loose from the box and drop down so they are not making good contact when the relay is plugged into the box.
'84 900's had a two pump system > feeder pump and main pump, and from the info I found, the 900 pump won't work in your 99.
