I mounted round Cibie Tango fogs above the bumper. I grabbed a pair of the L-brackets from the bumper of a 900 (along with the bolts, of course), flipped them upside down and bolted them straight to the bumper of my 1980 99 GLi. I then ran wiring to the Extra switch on the dash. The relay has to be grounded to the high beams so that the fogs turn off when the high beams come on (at least you have to do this if you have yearly inspections).
The fog lights are above the bumper, which is what I prefer. I get some really thick fog here sometimes (visibility down to 100-500 feet), and in fact had really bad fog when I finished aiming the fog lamps. The amber seems to cut through the fog better than clear, which dimishies the white-out effect of mounting them high. Also, the angle is a bit steeper than below-the-bumper fog lights, so potholes tend to be illuminated better, and they're somewhat more protected from damage when mounted up high.
I recently had to get rid of my C900, and am trying to figure out what to do about fogs for my 2001 9-3 that replaced it. Its standard fogs are ok, but nothing like the Tangos I had on the 900.
