Hazlett or other hand tool mkers offer a 3/4 in off set 13mm box wrench. as above reply's hint (sic) top curvred chain guide is slotted at top for adjustment. B Chain Adjustment is a normal event, tho not frequent. Yours is likely never been done and shoeey on those above who just say " all is just worn out" The procedure for adjustmen6t is as follows: Remove VC and put car in 3 rd gear and rock eng over a bit to verify loose chain. At some point when cam unloads tension on chain the lower free chain just off the cam sproket will be very floppy ie loose. BEFOR you start THE OBJECT IS NOT TO GET CHAIN TOO TIGHT. Befor you move the upper tensioner, scratch a scribe mark for a starting reference. Rotate engine to where lower off chain free chain is sloppy, Loosen the upper bolt, then using large flat pry bar, pry between the upper T/C chest opening and the upper guide towrd the center of the motor. Try to just move the thickness of the guide for starters ( remember reference scribe mark) and test if lowere free length chain is better ( not rock tight) corect is to when te free chain deflects a bit readily 8mm but is not floppy. Tighten upper guide bolt. The first 99 motor book gives a measurement procedure for the amount that the lower actual oil tensioner can be ratched out indicating approximating the amount of chain wear. This was done with a lond (yard?) metal ruler, picture and spec are in this book. You will not have to replace the chain yet, just very likely can adjust simply it. Don
