The best way to fill a hole in metal is the weld in a new piece. you would have to cut out the old, rusty bit and then find a 900 or something that you can cut a similarly sized piece off of. (you could just put a piece of metal in there and hammer it to a similar shape but you can imagine the extra work involved in getting that done...) weld it in and then POR the sucker. Sand and bondo as needed, prime and paint. I'm sure Doug, who is much better than the vast majority or us at this kind of thing, will chime in shortly, but that's the brunt of it. There are other ways but when the rust is perforating the metal, you have to cut it out. It is also on the back of the panel and will destroy anything else you might throw at it. You have to remove all the rust to actually fix it...I have story after story of where taking the short road will take you.
