I think you have to concetrate on the word "Passenger". Most previous Turbo cars (Porsche 911T, Olds JetFire, Corvair Monza) were generally built to be high-performance or even race cars. Boost was largely unuseable, and then only at the top end. The 99T was just a passenger sedan w/ a Turbo, and boost was produced in the meat of the torque curve.
