There always has to be one washer between the bolt and the banjo, and one between the banjo and whatever it's connecting to (and one between any two banjos, if you're working on one of those fittings...).
Hardware store won't cut it. Saab dealers used to have them, as every Saab imported to the US had many of them from 1975-1998. A couple bucks each.
Failing that, try a good, reliable import parts place nearby. Of if you have access to a junkyard that has VWs of the same vintage, you can get them there. And any indy shop that works on European imports should have them, or be able to get them easily.
Most of them will be metal with a plastic-like inner sealing area.
