"Track" is measured at the centerlines of the tires, usually (maybe the outside edges, though). Which means that a wheel change can mean a track change, if the tires get wider or the wheel gets wider, or the offset changes.
It is possible that the EMS rack won't work with your 1971 99 knuckles. If the steering arm on the knuckles is turned inward too much, that may be your problem.
I've only ever swapped parts around on my 1980 99 GLi. And I put 1986 ventilated front discs on it. With the knuckles. You can swap all you like, as long as all the bits are from the 75-87 99/900 (and even 88-93 900, though there are other considerations to be taken into account), and I would presume this should also apply to 71-74. It's crossing that 74/75 line when mixing parts where you could get into problems.
