The headlining is sagging because the foam backing is disintegrating. Injecting glue will only be a very short-term solution, 1 week to 3 months. For the liner to remain up you need to remove all of the old foam. This can be done using mineral turpentine that will dissolve the contact adhesive. After completely dry the old headliner can be glued directly to the Fiberglas.
