I guess it would depend upon what the GVW is of the 99. In theory, the weight of the conveance being towed (96 + tow dolly)is suppose to be less than the tow vehicle. A lot less, if you listen to U-Haul, (Hate them, they said a 1994 Chevy S-10 wouldn't tow a 96, had to lie, and tell them it was a VW Bug, and then they wanted a class II hitch. I don't rent from them unless I totaly have to.)
I have never driven a 99, and I have never towed with a front wheel drive vehicle. If the 96 has RADIAL tires, and does not have the drivetrain, I may try it. Don't even try to tow a 96 with bias ply tires. Ugly.
Another route. Enetrprise and some other companies rent SUV's and S-10's, some of these already have a clss II hitch from the factory. You CAN'T tell them that you are going to tow with it, but.....
