I use an 8-inch three-jaw gear puller that I found at a Menard's store.
Usually it's only needed if the drum has frozen onto the spindle, and then you just use it enough to break it loose.
Once the drum is unstuck, you can usually pull it off by hand power alone.
Back the adjuster all the way out first, to retrack the brake shoes as much as possible... and although it sounds incredibly obvious, make sure the parking brake is off! (Guess how I found this out...)
