nah, not the voltage regulator.
this kind of behavior is usually attributed to grounding of something.
start by checking little things, you say there is a difference with headlights on versus off...what about no headlights, but the parking lights are on.....since these likely share grounds front and rear...is one side different from the other (left versus right) what about the 4-ways.
do you change bulbs like everyone else, one at a time when they go bad...some draw more current than others....this wreaks havok on the flasher....replace all the turn signal bulbs, it'll cost you $2.99....leave all the lenses off...clean contacts within the turn signal housings with sand paper, or an emery board...and check where they ground to the body.
