'69 and '70 FOMOCO carbs hesitated when they were brand new. I worked for a dealership and Saab was trying all sorts of gimmicks to solve the problem, including drilling out the main jet. Any dirt in the carb bowl will do the same thing by getting into the main jet circuit, take the carb top off and blow out all the ports and don't loose the ball and weight in the base of the carb. The vent pipe on the top of the bowl was a major dirt funnel. Another thing to check, which sounds like your problem, is the throttle shaft seal. You need to rebush the throttle shaft to solve the problem. Symtoms include being unable to slow down the idle and the hesitation as it sucks air around the shaft instead of gas from the bowl. A quick test, with the car running, spray carb cleaner on the rear of the throttle shaft, if the engine speeds up, it's running on carb cleaner being sucked in around the throttle shaft. Also make sure points are set correct if you use them.
