That screw is for adjusting the idle mixture. It only affects the engine at small throttle openings, but it's easy to adjust so you might as well do it.
Various people have preferred procedures for adjusting it, but you can get a pretty good setting "by ear" by doing this:
-- Get the engine fully warmed up, then shut it off.
-- Turn the screw in GENTLY until it bottoms, then back it out about 1-1/2 turns.
-- Start the engine, let it idle, turn the screw in 1/4 to 1/2 turn at a time, and see if it idles better or worse. If worse, turn it OUT instead, again 1/4 to 1/2 turn at a time.
-- Once you reach the point where it idles best, turn it back in until the idle speed JUST starts to drop off. This is "lean best idle," supposedly the optimum compromise between smoothness and emissions.
PS --- You're wasting your time doing this if your ignition timing, plugs, etc., aren't up to snuff, so confirm those before you start fine-tuning the carb.
