Cut the rusted metal out. I prefer a cut-off wheel tool to make my cuts. Then I form a patch out of sheet metal, forming it to the contours needed. Mig weld it in solid, but don't weld along a seam all at once. Stagger the welds, so as not to warp the metal with the heat. Grind the welds. Since your patch will not be perfect, you have to finish it with bondo, unless you are skilled in lead work. Use duraglas to seal the patch and grind down, but leave enough to not expose the welds. Finish it with bondo, which is easier sanding and easier to form the filler to the shape you need. Prime, sand, prime, sand...then maybe you can paint.
I do these repairs daily...and sometimes I have dreams about them at night.....it's just too bad I'm doing them on american made rust buckets at this time. Would much rather be restoring old Saabs, but whatever pays the bills.
