...pulling up on the lever to release tension on it, then press in on the button on the end. If everything is working properly, the lever should go back down and the brake should release.
If not, the two previous posts have good advice. Another possibility (discussed in the current issue of the VSCNA newsletter) is that the two metal halves of the lever have spread slightly, allowing the release linkage to get misaligned with the pawl. If that's the case, you may be able to get at it from underneath.
Failing all else, just to get the car moving, you can loosen the two adjusting nuts you'll find on the cables at the base of the lever. This should free it up unless it's the cables or brake shoes that are stuck. If the cables are stuck, you can try unclipping them from the lever that sticks out of the backing plate. If the shoes are stuck (sometimes they rust to the backing plate) you'll need to disassemble the drums to get at them, but as a temporary fix you may be able to free them by turning the adjuster out all the way.
