Two possibilities appear likely.
1: The 95 driver obviously has done this before. Note how quickly his shifts take place and how little wheel spin occurs at his launch. Well practiced, in my opinion. Note the VW driver with much more wheel spin and a seriously botched shift into second. He/she either missed second and got 4th, or had not enough forward vehicle speed and bogged in second. Either way it is inexperience.

2: It was staged to allow the 95 driver to win. The VW driver deliberately sand-bagged and coasted for one second before resuming acceleration in second.
I personally suspect the former. I suspect the 95 driver hustled the wanna-be into racing. Note the oversize VW wheels (more rotational interia), the 20 pound wing applying 20 pounds of down force (perfect for a FWD car in a straight line, no?). If it were a Toyota it would be termed "rice". Since it is German it is equally degogatorily called "kraut". Only the high speed racing stickers are missing. THAT sticker omission is why the VW lost.
Oh, B.T.W., That VW appears to be a 2.0 liter with 115 hp at the crank. The Jetta's weight before the wheels and wing were added puts the lb/hp ratio close to a bare bones 95 with stock 65 hp V4. The V4 sound didn't give the impression that it was still anything close to stock.
