Craig, if yours has the bolt in the center (I'm assuming that this is the factory mechanical fuel pump), then it *should* hold the cover to the rest of the housing. Note the pics in your manuals, the frame is recessed, and this top cover fits snugly in. the "filter" is no more than a mesh screen, and has probably deteriorated over time.
Options: There are replacement mechanical pumps avail from the numerous VSAAB suppliers (Chip Lamb, Bud Clark, Motorsport Service, Jack Ashcraft), or a mechanical pump may also be available from Napa. (reference early 70s Pintos / Mustangs)
Or, you can switch over to a much more reliable electric pump. and install a blanking plate where the mechanical pump used to be, or just leave it in place.
