It's a system consisting of a standard transmission, and an automatic clutch. The clutch operates with the aid of a switch built into the shifter, and also by means of a vacuum servo. In short, it's a standard manual transmission but instead of using the clutch you just take your foot off the accelerator to shift, and when taking off from a standstill all you need to do is step on the gas.
Incidently, the saxomat clutch was a component that was available on many a european car during the sixties - including the VW bug.
