Is it the original paint or a respray?
Generally, original paint is pretty flat while a respray can have lots of waves and ripples in it. I repainted my '74 Sonett this past summer- stripped it down to the gelcoat and after applying primer then the basecoat/clearcoat, I did a complete paint leveling and polishing process to get rid of any ripples in the final coat. Lots of work but it looks fantastic! It's supposed to grace the cover of the Jan/Feb issue of NINES which I'm waiting for with baited breathe!
A new paint job involves preparing the surface, applying the paint, and the post processing (leveling/polishing) if you so desire. The cost varies tremendously on who does the work, how perfect you want it, how much you do yourself, etc. I probably spent around $600 to $800 just on materials- primer, paint, sanding materials, polishing materials, etc. I don't want to discourage you however, it can be done for less. It all depends on what you want. I did all my work at night/weekends myself in a local bodyshop. The owner did me an incredible favor by letting me use his shop. He sprayed the paint for me, as I didn't trust myself. He told me that it would have cost someone $4000 if he had done all the work himself.
With your car, you might want to take it to a professional to see what the problem is. Maybe its uneveness in a later clearcoat that could be fixed with an agressive polishing process. If its in a single stage paint, maybe polishing could still help quite a bit and get you to something acceptable without a ton of money.
