Jon and Larry, yes there is extra air getting in likely from gaskets especially the one between the manifold to head. Suggest spray with brake or carb cleaner when running, the extra fuel from the spray will make an rpm change. Second take look at throttle discs with air cleaner off, looking down the venturi. Does one throttle disc look dis-simular, or with pencil probe (eraser end first) or the like, is one throttle disc bent or loose or floppy from worn throttle shafts? There likely is a mechanical bind from one throttle disc keeping all three then slightly open. In good shape ( normal) you can idle down sound stroker to 450 rpm, then of coarse down lower to stalling if adjusted that way. If an electric fuel pump was added, make sure the mechanical one IF still on the block is diaphram rupture free. For simple test of this connect one 10 inch of fuel hose looping both pipes together on the mechanical pump.
