The lever you are talking about moves the transmission in and out of freewheel. When it is in freewheel and you let off the gas, the engine drops down to idle speed and the car "coasts" (basically the transmission is disconnected from the engine) until you accelerate again. When you move the transmission out of freewheel it operates like a regular straight shift transmission where the engine holds back the car when you let off the gas. Most will tell you to keep the transmission out of freewheel to avoid damage to the transmission.
As to reverse, you have to pull out on the shifter while pulling back and down into the reverse position. In my experience, the colder it gets, the harder it is to get the car in reverse.
As to replacing this transmission with another, basically no. Other than a VW on the auction site that uses a V4 engine with a VW gearbox (in an old Beetle) I have never heard of anyone being able to replace the gearbox.
You can have the transmission rebuilt but there are only 3 or 4 people who can do this and you can expect to pay $1200 - $1800 for a rebuild. Occasionally a used transmission will show up but good ones are getting harder to find.
Also from personal experience, do not send your transmission to a guy in Maine for rebuild. You will never get your transmission or money back.
