In my opinion and from my experience exhaust noise levels whether from a 4-stroke engine or a 2-stroke is dependant on the exhaust system being used. When I was racing my Suzuki 750cc 2-stroke sidecar against similar 4-stroke powered sidecars I was told I was the loudest and could be heard miles away. My 2-stroke's exhaust was a three into three system with no baffles. The pipe's cones were designed long and narrow tuned for highest top end speed (short fat and stubby sytems are designed for higher low end torque but top end speed is traded off to get that higher low end torque). Higher top end systems also trade off low end torque to achieve increased speed (although some newer (twenty year old+) motorcycles had exhaust systems which had mechanical sytems that altered and varied the pipe(s) to achieve both low end torque and high top end speed. As for the 4-stroke engines those being raced have little if any baffles as well but they have very distinctive sounds (rotory vs in-line (4 & 6) vs V-4 (V-6, V-8, V-10 & V-12) when compared to the distinct ring-ding-ding of the 2-stroke engine(s). Your deciding factor might be more based on old driving reviews comparing the two engines in the 96's and the availability of part (exhaust systems too).
