My guess? is the #1 cyl rings are fully seated and the others are not yet.
Possible, but rare.
1. crank journals ground off center. This is one of the reasons you check installed piston height, another is to confirm that the piston pin height is correct.
2. Cam ground wrong, this is why you check cam timing & lift on each lobe.
3. Valves or seats different or seated different, this is one of the reasons why combustion chambers are CC'd
4. head milled incorrectly. (wedge)
Remember, 10% difference is acceptable. yours is very close to this, & why my seat of pants guess is that the rings are not fully seated yet. I expect your low cyls. will come up.(with milled head & .010 over pistons I expect higher comp. than normal) A leak down test will confirm valve or ring leakage. If no leakage one or more of the above list probably the reason.
