The scoop is "held" by two pins that go through the frame and snap into place. If you look closely, you can see them underneath the scoop as it sits over the "grille" portion there. Unless it is rusted at that point, you should be able to pull straight up at each or "pry" them up with a wide flat piece of wood or something that won't damage the paint.
