Thanks for the help. I have an issue on the ground side from the steering wheel, it is showing .75 volts when I test it with a meter with the key out of the ignition. Voltage is leaking to it somewhere even after I pulled all of the fuses. The only thing that I know that is wired directly to the battery is the starter so I will start testing there next. It seems to be limited to the ground wire to the horn since all other electrics seem fine. I rigged a simple push button to pass a safety inspection for now.
